Isakson and Roe Section 1018 Requirements

Click through to learn more about each of these topics.

Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020, adds new requirements for educational institutions participating in the educational assistance programs of the Department of Veterans Affairs (VA). These new provisions became effective June 15, 2021, and will apply to Institutions of Higher Learning and Non-College Degree institutions beginning Aug. 1, 2021. Many of the requirements are consistent with the requirements of the Principles of Excellence, currently in Executive Order 13607; however, there are requirements in addition to those embodied in the Principles of Excellence which schools must also satisfy to maintain approval for GI Bill® participation.

Schools must provide a covered individual (a student using benefits under Chapters 30, 31, 32, 33, or 35 of Title 38, U.S.C., or Chapter 1606 of Title 10, U.S.C.) with a personalized shopping sheet that contains:

  • College Navigator - Use the multi-year tuition calculator at a 2% “estimate” for the yearly tuition inflation rate (located under the tuition fees and estimated student expenses tab).

  • OC has a 54% graduation rate.

OC has a 90% placement rate

  • 73% working
  • 15% continuing education
  • 1% military/volunteer
  • 1% not seeking
  • 10% still looking

Compared to national averages:

OC was...

  • 20%+ higher knowledge rate
  • 15% higher in employment rate
  • We were 7% lower in students "still looking" for placement (where lower numbers are a good thing!)

Among schools in our region (SW):

OC was...

  • 16% higher in employment
  • 9% lower in students still seeking employment
  • Our knowledge rate nearly doubled the average for the region, which is just 41.3%

Private universities:

OC was...

  • We beat the average knowledge rate by 9%
  • 9% higher in employment

Schools of similar size:

OC was...

  • Our knowledge rate was higher by over 10%
  • We have 6% more graduates employed
