Emmanuel Niyikora

Emmanuel Niyikora (MBA '15) serves as a Programme Officer at the International Telecommunication Union (ITU), Area Office for West Africa in Dakar. His role involves coordinating and executing digital development initiatives and programs across the sub-Saharan Africa region. He oversees various programs and projects to assist governments in implementing digitally enhanced solutions. Niyikora leads the design, preparation, and supervision of digital development-related policy reform programs in member states, primarily focusing on stimulating broadband connectivity, digital public infrastructure, and regulatory/policy reforms. His responsibilities extend to facilitating the development of digital government IT infrastructure, platforms, and services and promoting the advancement of digital skills, innovation, and digital resilience.

Prior to his current role at the ITU, Niyikora was an IT officer at the African Development Bank's Rwanda Country Office, an Application Support Engineer at MTN Rwanda, and an ICT manager at Rwanda’s Immigration and Emigration Directorate. Through these experiences, he has played a pivotal role in advancing ICT infrastructure and systems, reflecting personal success and a dedication to bridging the digital gap and accelerating digital transformation in Rwanda and Africa.
